In civilized nations, rules are made to train citizens to live a disciplined life. In our country, there are set patterns for every field of life. People follow these rules to be disciplined and portray the healthy image of their society.

As there are rules for every field and every person has to follow those rules, there are some rules for the developer of housing, industrial, and commercial schemes. These rules are different from those of the rules of 2010. A lot of changes have been established in these rules.

Changes and Amendments

The main point of amendment in the rules of 2010 and 2020 is the “Tax Deduction”. In 2010, there was no deduction of taxes to buy or sell a property. There were no hard and fast rules that were to be followed strictly by developers and buyers.

In the housing rules of 2020, there is a set pattern of rules that has to be followed by everyone without any discrimination. Deduction of taxes has been increased on a large scale. Buying a property or initiating a housing scheme is no more a piece of cake as it was earlier.

Steps to Follow  

Any person or developer who is aimed at initiating a housing society, industrial society or land subdivision has to follow a few steps to make their scheme work well.

Firstly, a developer has to seek permission from the planning department for initiating the scheme. Copy of registration, national identity card, mailing address, ownership status, and bank statement has to be attached with the application. The layout of the scheme and a comprehensive description of the water supply at the proposed site shall be confirmed. (Any incomplete application shall not be entertained). After the submission of the application, the site will be evaluated if it is worth the requirements of a scheme to be started. Officers of Municipal and metropolitan committees and local governments shall confirm if the site fulfills all the requirements or not. Concerned authorities shall check if the width of roads is rightly calculated, the site is not prone to natural calamities. The land of the residential area must not be less than 100 kanals, the commercial area must not be less than 6 kanals and industrial area of 100 kanals. The third step that all the developers have to follow is to submit the layout of the scheme. All the details of the scheme have to be submitted that too under the law. The concerned authorities will confirm if the layout is according to the rules and if it is fulfilling all the technical requirements or not. The verification of all the documents is one of the most important steps that are to be followed by all the developers. In this step the property will be scrutinized, all the documents will be tested to see if there is any problem or not. An advertisement will be published in Urdu and English newspapers to invite public objections. DPDC shall scrutinize all the documents and layout of the scheme. If there are problems that are not resolved by the developer, the government shall reject the case Punjab development authorities have proposed some rules on how to section a scheme and site. All the developers, therefore, have to follow these standards regarding how to section the property for commercial area, graveyard, residential area, and open spaces. An advertisement will then be published in a newspaper and all the details of the proposed site or scheme shall be given in it. A similar ad with all the details shall be uploaded on the website. All the terms and conditions will be settled. In case of any violation, an appeal can be filed against the developer in the court of law. The designs of the schemes have to be drawn out by government-registered engineers, otherwise, the designs will not be carried out and entertained the authorities. A layout regarding all the designs of road networks, water supply, sewerage, and drainage system, electricity and street light has to be submitted to local government. All the details regarding transparency of the scheme, a soft copy of the plan and approval fee has to be submitted to the local government. The developer, then, shall be provided the permission to sell out the property for marketing requirements. Once, all the documents and plans have been submitted, the concerned officers shall visit the site to check is there any deviation from the sanctioned scheme plan and if all the other systems are working under the law. The scheme can be canceled if the developer cannot complete the developmental work within the fixed time. In this case, NOC will be provided by the developer, the local government shall have the right to accept or reject the appeal. The government may provide an extension to the developer.

These steps have to be followed by every person who is initiating a scheme regarding site development.  The relaxation in the rules shall not be granted to anyone. All the citizens of Punjab, therefore, are to follow these rules and steps for the betterment of the province and the country.

We, the people, the residents of the province have been titled to follow these hard and fast rules by all means otherwise, strict actions can be taken under the rule of law.
